Why do I need to report?
In administering the Scheme, the OFSC is responsible for monitoring the OHS performance of accredited builders.
OHS performance monitoring is achieved through the analysis of reports submitted to the OFSC by accredited builders, together with audit results.
The OFSC monitors accredited builders to ensure they maintain suitable OHS practices.
Accredited companies have agreed to comply with specified reporting obligations during and at the end of the project.
Australian Government agencies and other funding recipients also have a role in assisting the OFSC to achieve better outcomes for the building and construction industry by completing reports on projects which fall within the scope of the Scheme. There are two such reports:
1. contract notification report, completed once a building and construction contract has been signed, and
2. end of project OHS report, completed at the end of the project.
The FSC sought agreement from the various Australian Government departments and agencies to these reporting requirements, and have subsequently received written support from the various portfolio Ministers for the reporting of these contract notifications and the end of project reports.
When do I need to notify the OFSC of a project?
For those Australian Government agencies entering into a contract with a builder, you are asked to notify the OFSC of the successful builder when you enter into the contract.
When an Australian Government agency provides funding for a building and construction project, these projects need to be notified to the OFSC. This should occur as soon as the funding agreement, grant or deed is negotiated and signed.
Funding recipients will also need to notify the OFSC of any building and construction projects which fall within the scope of the Scheme. These will be enacted through the conditions of the funding agreement, grant or deed signed with the Australian Government agency.

What is the end of project OHS report?
At the end of the project, the Australian Government agency, or other funding recipient, is asked to complete an end of project report. This report will summarise and assess how the builder performed in relation to five of the Federal Safety Commissioner’s Safety Principles for improving OHS. Additionally it includes a self assessment used to compare the company to model client characteristics.
The purpose of the end of project OHS report is to provide an agency’s view of OHS performance for the whole project and to enable more meaningful measurement of project OHS performance. It covers the client’s assessment of selected OHS performance indicators.
